But your map directory viewers will still see underneath it an area similar to a regular map legend.

Your map directory viewers see one whole legend area. But for this legend area to come into being, you have to create more than one legend.

Then you assign each of the legends to at least one location type:
Once you are done with this task, you end up with each of your legends having its own location types:
